First Moroccan-French partnership forum to open in Skhirate

The first Forum of Moroccan-French partnership will be held on Jan. 27-28 in Skhirate (near Rabat). The forum is one of the five bodies set up by the partnership convention for cultural cooperation and development, signed on July 25, 2003.

Themed “Decentralised cooperation at the service of the population and territories”, this first partnership forum will bring together some 400 figures from both countries to discuss four main topics, in the form of workshops.

The first workshop on “Economic Development and Training: creating, and supporting enterprises, infrastructure, research and development" will consider the management and development of infrastructures, territorial competitiveness and training as necessary conditions for economic development.

The second workshop will revolve around the theme "For a Local Synergy of Social Development". It will discuss proximity, the role of rural and urban social workers and their training.

"The policy of regional planning" will be the topic of the third workshop, which will shed light on regional planning, mobilization and dialogue between the actors in a regional framework.

The fourth workshop will tackle "The Policy of the City and Urban Development: strategy and equipment”. Participants will study the experience of cooperation between the towns of Saint-Denis and Tiznit (south-west Morocco). They will also discuss several other subjects relating, in particular, to urban development, water, cleaning-up, social habitat and heritage.

Local communities, universities, cultural institutions, professional organisations and civil society associations will all participate in this event. Their sole objective will be to prepare joint projects susceptible of having a positive impact on the populations, in terms of local development.

Proposals will be submitted to the Council of Orientation and Partnership Piloting (COPP), a key body of the convention.

Given the importance of education and training, these subjects will be treated in all four workshops. They will be covered by Taib Chkili, President of Mohammed V-Souissi University, and Bernard Bosredon, President of the Sorbonne Nouvelle Université (Paris III) and vice-President of the Conference of universities.

The opening ceremony will be marked mainly by the presence of Taib Fassi Fihri, Minister-Delegate to the Minister of Foreign Affairs and Cooperation, and Brice Hortefeux, French Deputy Minister in charge of territorial authorities.

The Forum will be closed in the presence of Brigitte Girardin, French Deputy Minister in charge of cooperation and Abderrahim Harouchi, the Moroccan Minister of Social Development, Family and Solidarity.
